Why has not he arrested? I'm in CA?

the police called my ex came to pick up the children. He appears at random, hoping to give up the children every time he comes to pick them up. I've adjusted my schedule for it, especially now that we have to work and so we had a verbal agreement, other than the court order. He is 2 hours earlier and children are sleeping. I told him to return at its scheduled time. He gets angry and rings the bell in succession, three times, again. He is not waiting. I said, please return. I will make children and ready for that date. It starts screaming obscenities and then hits the outside screen door. Makes a pass for my car and kicks in the front of it. Then he takes off. Made his mark on the door and broke my deck license. I called the police and the officer has not yet reached one hour later. Not even be your license. He said my ex did not really damage anything, and has no priors so that you can not arrest him. Is this true?

the police do not want be involved in fighting former spouses, and custody issues. I've had my fair share, and police said "that's what courts are for"
